slowing down fluid simulation

how can i slow down a fluid simulation to create slow motion effects?
I also want to be able to speed it up again . how can i do this?

If you want to bake the sim each time, you can change the End Time in the Domain settings. Or you could render out the animation and use Blender’s video sequence editor to speed up or slow down the video. For sequence editor help check out the following Tut:

Use a fluid IPO:

Apply this IPO to the domain object. Flat part means a constant time scale (default), 0 means the fluid has essentially stopped (matrix-like), and a positive slope means increasing time scale (going faster and faster).

2 ways: like mpan3 said, and also you can use a time IPO.

i was looking for that kind of thing… just like you said i want matrix effects.
