I might be able to lend a hand, but I will need a bit more info first. You need to tell us first of all if the two grids are part of the same object, or two separate objects. Also, what exactly do you mean by “snap”? To combine the vertices of each grid? or simply to lock ones position in direct relation to another?
I’ll give you a few pointers to try. If the two grids are part of the same object, simply right click on one vertice of grid “A”, hold down shift and click on the coressponding vertice of grid “B”. then press ALT + M,(the “merge vertices” command can also be accesed by pressing SPACE then selecting EDIT > VERTICES > MERGE ) and select either: join at center, the first vertice, or the second vertice.
An easier (but pontentially finicky) method is the “Rem Doubles” button in the editing tab. Simply line up all of the vertices you want to join as close to each other as possible, and play with the “limit” to get the right effect. Now, joining them if they are separate objects is a little trickier, and if that’s your case, let me know.

Here is a photo i want to snap the vertical grid which is selected to the horizontal grid.
On the horizontal grid select an edge in the middle of the side that will touch the vertical one. Shft-S >> Cursor to Selected. In F9 >> Center Cursor.
On the Vertical one select all (A in Edit mode) and Shft-S >> Cursor to Selected.
Select the horizontal and Shft-S >> Selection to Cursor. (if you don’t want it snapped to the middle of the Vertical one the find a way to put the Cursor where you do want it.

i tried all the options but nothing happens???
Does Ctrl-Alt-Delete give a message “this program is not responding”?
Select the horizontal and Shft-S >> Selection to Cursor.
That should be done in Object mode, it’s the only thing I left out that I can think of.
