Soft selection

In maya there is a feature called soft selection. It is for organic modeling. For example if i soft selected something it would select mesh around it, but if i were to move it it would be selected not as strongly so that it makes things look organic. My question is what is the closest thing to this is blender?

Proportional Editing = shortcut O or icon on 3D view header
