Software to change size and weight of images?

i want a software like xara extreme editor , (only the image editor not xara extreme )

its for my girlfriend , she wants to send me some photos , but she dont know how to use photoshop and PS is too much just for changing the image size and the weight.

so do you know of any simple open source or free image editor for this tasks .
