yes, hit ¨i¨ inside of the lamp options panel, and a menu will pop up. There you´ll be able to chose what value you want to add a keyframe to. Then, go to the Ipo editor and select the Lamp Ipo type, and you´ll be able to edit the animation curves.
The Distance value doesn´t seem to be keyable at first glance, but if you go to the IPO editor and select the Dist value, you can then hit ¨N¨, and the transform properties will appear. There, you can add a driver object. In my case I did the test by adding the Camera object as a driver, and mapped the Location X values of the Camera object as the input of the driver. Now, when I move the camera in the X axis, the distance value of the light changes.
