Specific bones are not rotating

At first, so as to build my armature, I had a single bone.

All other bones stem from exclusions from this bone, or from exclusions of exclusions of this bone (etc).

All bones rotate correctly apart from 2 bones that have been directly excluded from the initial bone.

Please note that more bones are being excluded from the problematic ones, that rotate just fine!

it sounds like you haven’t set up an IK chain yet but without looking at the .blend, I can’t be sure. In hopes of helping I will post two links to rigging tutorials that are extremely helpful to me, good luck!
