Or maybe a GUI theme for linux or something?

Anyway, I’m almost sure that there is a GNOME theme for linux. So search the gnome site too, maybe you’ll find something.
Guaranteed to find a Seven Of Nine theme some were.
Do a search for LCARS on KDE-look and Gnome-look and you’ll be able to find several Star Trek themes.

On the other thing, those are pretty cool, but, as I suspected, what I’m looking for I will probably have to program myself
