Static face after automatic weights

when I add new bones into existing armature (in my case face bones) and then parent it selecting the whole armature, when I rotate some part of the body the face is still static. It looks creepy. Do you know the issue maybe? The mesh has already its original armature that’s rigged. I added some new bones and applied auto weights. Does the angle or position of the bones on the face make the problem maybe?

When you add new bones, you need to do two things: one, add vertex groups to the mesh that match the bone name, and two- weight paint those groups

Okay, how can I name and add vertext groups and how can I paint it?
