As far as I know, there were breaking changes in Python from 3.x to 4.x that broke this addon. I really like this one so I hope it gets fixed at some point.
The solution for now would be to use 3.6 to import your .step files, then save them as Blender files and then load them in 4.0. Not as nice for sure but should work.
I’d really love to see .step files added as a native import in Blender. It would help the uptake of Blender in the CAD community which is quite large.
For different blender version, you need to install different version of stepper. Currently I’m using stepper 1.16 with blender 4.1 and have no issue importing step file.

Ran into the same problem - there’s no information on the Gumrod site about the version, that’s really odd…
So how are you supposed to guess that there is a new version?
