This is nothing special. I saw a 3ds Max tutorial on modeling the tube on the Evermotion web site and turned it into a simple scene.
I used 1 area light with 8 samples, and GI with Method set to Full and Quality set to Low.
There is an extruded plane above the lamp, set with the same color values as the lamp, for the tubes to reflect.
