Stylized hair style methods?

Hey guys! So I am not good enough with blender to know what to do here. I want to do this type of fluffy stylized hair like the tail on pokemon galarian ponyta. I wanna do a afro on my character and so far the tail and mane on ponyta is the way/style I want the afro, its fluffy and has some bumps (though i want the bumps more prominent). How would one go about doing this? My base character is done and rigged.

Large volumes can be sculpted and small details can be added using the displacement modifier.

Thank you! I have never sculpted. Do i have to do fix topology later since this characters is gonna be animated?

Thank you for the reply. I saw the video but since I already have a made character that is completely rigged, do i add another sphere and join it when done or duplicate the scalp?

For the type of sculpt your character needs you can get away with not so dense mesh it will have to be add to the armature. if you have to animate the hair you will probably will need extra bones rigging for that.

In principle yes, but each hair style and character will have their own specific needs according to the way it will need to be animated.
Look for hair rigging tutorials and find one that is closest to your style.
