Use edge-loops to control the hardness of the edges of your model.
To answer your question: It is not possible to only partially subsurf a mesh.
you can crease the edges, but you will not get the same affect [the left/right sides will not be straight]
so you’ll need to extrude faces varying distances, depending on the size of “bevel” you want
see attached image… the ugly one is done using creases, the others are done using extrudes… [the one in edit mode is the same as the one on the right]

modelers that support ngons have bevel or chamfer tools which will create nicely rounded edges without increasing the detail of your entire model [just the edge you messed with]. I don’t have anything other than blender on this machine to demonstrate what that would look like, sorry.

Roughly, yes. On your subsurfed cube, select the edges around the face you want flattened, and hit Shift-E to enter crease mode. Move the mouse upwards (I think) and voila.
