If you’re going to cover the cables with a bag, why does it matter if they collide underneath?
These are two different questions
Model that stuff and then look for the tutorial on making pillows and then you can use pressure to make those sections into the cloth looking parts. Check out Randomflow as it looks like what you just showed a little bit.

Go look at the things that the artist did with his addon there that I referenced. You cannot get an all-automatic solution in a one-button do it all addon. You will find that iceking made a lot of this easier to work out using his addon’s tools. I watched the videos on cablerator and they only ever show the cables and mention early on that they fudged it manually to get it to not intersect. You don’t even need the cables if you are only going to cover them anyway, do you?

You’ve created a lot of confusion by trying to mash 2 separate issues together.

as it was about cables I posted it together
but it kinda isn’t about cables, now it’s about this insulated wrapping. Whenever people ask you about the cables in the wrapping, you say it’s two different issues.
That’s why it should probably be 2 threads.
But what if he wants to create a cluster of insulated cables with proper collisions? 
There’s no pillowy soft cable addon?
It can be made with modeling and cloth simulation, but simulation requires a little cumbersome process.
Since it’s a repeated form, I think you can make some and replicate it. 
You can use Addon in a simpler way.
