Is there any way how to clone picture texture not just only in Image editor with Image paint tools (which is very easily possible) but also in 3D View in Texture paint mode?

No. 3D view is designed for mesh editing and has no paint tool to work with but the view updates changes as soon as you release the brush in the image editor if you have textured view enabled (ALT+Z).
