The best approach to creating a large scale water surface (not animated)

Hello fellows. I am trying to recreate this picture in Blender.


When I started making water I encountered some issues - it just doesn’t look right. I can’t add enough small waves and can’t make it look smooth enough. I would like to create something similar to this -

but instead I am getting something like that

Now I am using ocean modifier but I also have FLIP fluids addon. I have 8GB of RAM and 6GB of VRAM.
Can anyone tell me - what approach is the best for creating water surface having in mind that I do not plan to animate this? Users of FLIP fluids demonstrate great results, but it looks like it is more suitable for animation rather than for still images. At least I couldn’t figure out how to create big and detailed enough water surface with this addon without spending days for calculations (baking).

You search in google with “blender” “material” words and “water” or “lake” or “ocean”

Preferably you use Bump map node options (perhaps also using Principled BSDF shader). If you find in any old tutorial any option using real displacement that requires subdivided mesh, you research about the new Displacement node in 2.8.
