Your topo has improved greatly since I was here last  I always love threads like this, people always solve the same problem differently, it’s rather interesting.
For the neck I’d personally merge the verts I circled in red. Possibly some more after that, you currently have more faces than you actually need.
EMPaint already pointed out the flaw.
But for what I see the problem resides deeper =) It is your trapezius.
It is not only going down wards the spine, also upwards.
Basically all you got to do for topo is to follow the direction of the muscle fibers. Easy as pie
See how the Trapezius muscle forms a nice triangle from the lower back to the shoulder and up to the atlas? And how the sternocleidomastoid runs from below the ears/backish side of the head downfront? It´s the muscle which is turning your head, the one Richard “forgot” in his topo =)
I´d start out by doing this, then you get a feel for the topo and can lateron work on details.
I never start with too much detail, just lay basic loops to get a closed mesh with nice loops, then start out chiseling the detail. I can post some stuff later this week maybe. As you tempted me I started out with a character myself =)
Currently I am stuck with the infamous doublefold eyelid (asian) though on my character… I was tired of european/caucassion characters, so I decided to focus on asian anatomy this time, and tbh, the face is a real challange. Took me 1 day just to find out what the actual difference between an asian and an caucassian eye is. Plastic surgeons for the win. They got all the info =)
EDIT:
Actually I dont like what made up there.
The leftmost loop coming up, I´d curve it earlier and let it flow into the 2nd or 3rd of my horizontal polys from the bottom.
The loops are too steep for my taste… comparing it with the anatomy chart, looking at the direction of the muscle fibres you´ll figure what I mean =)
