The old "layer" functionality -- what has it morphed into?

In this tutorial, at 0:36:

the OP moves all the items into another “layer”.

I’m not familiar w/pre-2.8 blender, but: where did this functionality move to? It seems a lot more obscure now.

I just learned that there is an addon that ships with blender called Collection Manager that brings layer functionality back.
