Looks great! I love the look of the storm, really makes me shudder just by looking at it.
The only problem is that right now it is a bit difficult to see the story behind the picture.
Because of the snow it is not that clear anymore that the houses ought to represent a poor city. Maybe add something that brings the point across more clearly? I’d consider an open shed maybe, with a fire lit and somme people standing around it, trying to keep warm. But that is quite a job to do, of course. Maybe you can find something less time-consming.
Second thing is that the picture is a bit too dark. You need something bright to focus on, right now it is mostly the sky (and the bird) that the eye is drawn to, even though the figure on the left bottom should be the centre of the picture. The fire could solve that, but again, that’s much work.
Do you plan to work on the picture even though the competition is finished? Would like to see it!

yeah it became hard to see the houses,all that hard work was wasted :o.
I also believe that your suggestion will truly improve this image and as you mentioned it will take sometime to make.
well after seeing this great feedback of course i plan to continue working on it. i hope that i will not disappoint .
