I tried too…it was beyond my skill level.
it would also be pretty neat to see some one try to sit in it
wouldn’t be to hard, mirror modifier, would recwire a resnably good understanding of edge loops to avoid artifacts. probably start with a tube as a base, then modle the chair inside the tube using subserf

me too, considering it says on the side of the image that its a “concept for a chair, based on an assignment to design something with a wheel.” 
wow, that is pretty fricken cool. I would rock all the way back and roll all the way forwards. but then I would fall on my face because of physics.
