According to the manual S and E sets the Start and End range in the Timeline. In 2.8 every time I hit E it cues up a move of all selected keyframes (Delta ±). If no keyframe(s) selected, nothing happens. I checked Preferences and didn’t see a setting, but I may have missed it…
The shortcuts are now Ctrl+Home/End! If it doesn’t work, you should get a fresh build.
