I would like to make a tire burnout, but I don’t know how to put the emitter under the tire and make it follow the rotating tire but not the rotation of tire. Yea I can parent the emitter to tire but then it rotates with tire.

Why does the smoke-emitter need to have anything to do with the tire, except to be situated more-or-less beneath it? Even if the burning tire is spinning, I don’t think that anyone would seriously expect the smoke to spin … “smoke doesn’t spin.” …
you can put a Copy Location constraint on the emitter with the wheel as target.

When the car is burning it’s tires you can turn the wheel left or right and the back of the car will go left or right, yes I can put the emitter under the tire and can also manually set the emitter to follow the tire left and right but there can be a better solution.
Like parenting an emitter of smoke to an empty on which tires are parented. I just found out that solution.
