usually there is a driver option to disable SLI.
For the view port render you should be able to check Border in the render settings. View the scene through the camera and press shift + numpad enter to make it the resolution you have set.

Also I think that when I am using preview render, and not F12, Blender previewing things in 4K resolution, and it’s no way to choose resolution for preview render, so it’s slowlier for the preview. So mostly I use F12. There is possible to do scripting but I don’t jnow how
I think now this is finally implemented?
This patch adds "Pixel Size" to the performance options, which allows to render
in a smaller resolution, which is especially useful for displays with high DPI.

In Render tab, Performance. Below “Start Resolution”, you will see a drop-down menu with “Automatic” by default.
