transparency in OpenGL

a partially transparent object over another not transparent doesn’t show the second but below. Probably opengl related? Any ideas on how to change that so the object below the transparent is visible?

Well even after cutting out most transparent regions I still wonder if I could avoid such. In the hair you see through to the background in x-plane. Thanks
