Turning OFF 3D Cursor mesh snapping?

I’m trying to position my 3DC in empty space, but it keeps snapping to the mesh in the background. I can’t HIDE the mesh because that’s what I’m using for alignment, but the “snap to surface” behavior of the 3DC is defeating this.

How does one toggle that (snapping) behavior?

BLENDER 2.82:
I can move my 3D cursor any way I want and without any snagging on any geometry…

"Surface Project" was the idea I needed here: mine was on by default.
