Uneven Scaling

When I try scale an object on the Z axis, the size is uneven on both sides, what is happening?

You have Median Point set as pivot. Because you have more geometry at the top than at the bottom, median is closer to the top. If you want to scale from the middle you’ll need to use either Active Element as pivot (and set some vertex in the middle as active), or snap the 3D cursor between a top and bottom edge and use 3D Cursor as pivot.
