Units in IPO and Transform Properties?

Hi all,
I have a question of the units of the y-axis in the IPO Curve Editor and the values in the Transform Properties Window (key: N).
The Time-IPO shows frames on both X as Y-axis. But if you open the Transform Properties Window, you will see different values for the keys present in the IPO-graph.
In my opinion, the values in the graph are correct, and the values in the Transform Properties are 10-times smaller (a point at y = 20 in the IPO, gives a value of y = 2 in the Transform Window).
The rotation-IPO’s also gives differences between the (correct?) IPO-values and the Transform-values.
Can someone explain me what this means?
