If I delete the original camera or wish to add another, the new cameras are fixed and unable to rotate. Is it me or a feature?

I’d say that it’s you… I’ve deleted the “original camera” years ago (My Blender starts with an empty scene.) and I think I would have noticed if the cameras I added since were all locked.
Besides actually locking the camera, there are ways to make it look locked… Many ways! Attach a blend file with a “locked” camera or two and we’ll be able to tell you why.
Cameras are unselectable if they are on a non-visible layer (although you can still see through them). Try SHIFT-F to see if fly mode works.
No such problem here what version and do attach a file for reference.
Rather embarrassed here. I just loaded up a project now and they all are rotatable.
I did reload Blender 2.68 a few days ago, that might have fixed it. Dunno what went wrong.
