I made a node a while back that does that but, alas, it wasn’t acceptable for trunk.
I would vote for this to be integrated into Blender.
Maybe, interactive normal map sculpting like 3D Coat.
Wow this does more than simply convert an image to Normal map. It allows you to combine different maps seamlessly with Blending modes.
It also allows you to use the shape tools, brushes, and even the pen tool within PS to draw directly onto the Normal Map.

It’s much more than an imagen conversion, very crispy results that make sense. It’s amazing how you can also build shapes… the results are so 3D.
