Every time I try to open my User Preferences it stops working. I have downloaded the 64-bit For Windows 7.
I’m New To Blender and any animation/3D design.
Any help would be greatly appreciated!

Ensure your graphics card drivers are fully up to date.
Try changing the 3d view window to a user preferences window from the drop down box in the bottom left corner
