Using a animated armature with actions to define targets for a servo ragdoll

I can animate an armature, and then have its bones be goals for a servo rag doll, but I am having trouble with the most effective way to do so,

this is for a friend, to help him rig a teken style game, but with real time procedural animation using skeletal actions as targets for the rigid bodies goal,

so in short “armature punches” rag doll attempts to do the same, but if hit in the fist, his arm will not match Ik @ all
