Here is a bizarro problem… my UV islands (or anything UV related) are not rotating when I select them and press R.

okay, solved my own problem… this was a weird one.
In the UV space, the pivot was set for “individual centers”. This odd, because the UV pivot menu does not have this option, however it is accessible using the standard 3D space hotkeys.
Setting my pivot selection to something that is actually on the menu, restores my ability to rotate elements.
grumble
