Vector motion blur

Anybody never tought about a plugin ( a sequencer plugin, I suppose) or a Python script that can do vectorial motion blur in Blender?
I mean a motion blur like that of 3dmax, that take the pixels after the rendering and smudges them following the vectorial speed and direction of the scene. It is a very fast one, altough not good in quality as averaging motion blur; but it could be useful in several circumstances.

I don’t know if blender allows you to do anything with the rendered scene before it is transfered from the pipeline to the monitor. You must find a way to edit a frame after it’s rendered but before it’s send to the monitor. i haven’t tried yet because I am a newbie.
