Would anyone be able to point me to documentation for Blender 2.64.
I would like to know where Fractal button is located now. And, there must be other changes that I have yet to come across.

I would like to know where Fractal button is located now.

Subdivide your object and then you have fractal as one of the subdivide options in the toolshelf (shortcut T) or F6.
Note that these are the locations where you’ll find the options for all the tools you use.
