Vertexes do not keep up with armature

I’m sure I have simply not configured the armature correctly; however, I cannot find out what the problem is. What would cause the vertexes to not deform fully with the bone?

Here is an example picture:

The toes of the are painted (with weight 1.0) for the toe bones. I am looking for the armature to act as a true skeleton, with the mesh staying around the bone.

Any ideas?


I seem to have found out the problem. The mesh did not keep up because it was not parented to the armature (there was only an armature modification on it).

The deformation at the foot was a separate issue caused by poorly selected vertex groups for the toe bones.
