Vertice Selection Problem

I’m having trouble editing objects; vertices that I don’t select are being moved. There’s a white circle that’s indicating the radius of what is moved, which is fine insofar as scaling it down so that it doesn’t affect most of the vertices is concerned, but it does mean that I can’t easily move duplicated objects with precision (e.g., duplicate, right click, move only in one axis).

It’s not that this specific instance can’t be worked around, more that, overall, it’s just being a nuisance and making tweaking my model a good deal harder.

Can anyone help me with getting Blender to stop doing this?

Press keyboard letter O to toggle on/off proportional editing or use the icon on the 3d view header
