View "image as plane" in edit mode for 3D printing v3.6

I am wanting to create an object for 3D printing by placing verts on top of an image. I’ve got the image into Blender and can see it in Texture Paint. What do I do to see the image in edit mode? I’ve done it before, but forgot how.

The image guide is shown without setting.

I thought it was “Image as Plane.” Instead I needed “Background.”
