I tested it first, and it was working in that view layer one and layer two showed different things hidden. Now I open the file, and View Layer one is doing the same as View Layer two.
Is that even possible?
View Layers are all the same configuration.
Only the rendering settings can be configured differently. 
Just open Blender:
You can see two different view layers, and different collections settings.

You can set up View Layer differently.

No, I want them to be different. I am getting the same result in my file. So If I turn off a collection in one, turns the collection off in the other.
