View Layers only render 1 frame for background and render all foreground frames?

Is it possible (without doing two separate renders and bringing them into the compositor – that works) to render only a certain frame from a certain view layer and render all frames for a different view layer, in Blender 2.8.
For example key framing a view layer to be rendered or not?

The rational behind this is that I have a virtual set, that takes a long time to render but the camera and lights are stationary. So I can get by rendering it just once and rendering the card with the foreground action for the whole shot. It would be convenient if that’s possible. Otherwise I can still copy the scene delete the background view layer and render the foreground and then comp it.
