It’s been there officially since 2.80, probably Blender dev team already had for a while. All others, but Unreal and Unity are pretty late with Real Time.

With Cycles enable, you can toogle between real-time and path tracing.
That is basically Eevee for 3DS Max, Autodesk don’t have real-time render in viewport. It’s not new, they’re just late. If you open Max or Maya now, they don’t have that. You just need to set a HDR and toogle on Scene World in your Viewport Shading.
