Warping shapes around another

Any advice for getting a shape or group of shapes to wrap around another object? I’m trying to achieve something like this

Have you tried combining the array and shrinkwrap modifiers?

I have messed around some with shrinkwrap but haven’t combined it with array yet. I’ll give that a look
