Im trying to do an effect like the brain map scene in it’s kind of a funny story

and I was wondering how I would do that
Most of my problem is in trying to make the buildings look like sketches and make the edges and window outlines to be black
I tried doing some toon effects and such but that would only outline the whole thing
can someone help?
