This is the result of several problems. First of all, the gravity was set to -9.80 along the Z axis. This means that there was no gravity in the simulation. Setting this to 0 will solve that problem. Also, try playing around with the Realworld-Size value.

and since Blender’s +Z axis is up, = -9.8
I think the issue would be that you need to increase the resolution setting.
If your computer can handle it, and you have enough RAM, I would try in the 200 to 300 range.
Also, you could make things easier on the fluid simulator by not assigning the “Blender 2.49” text as an obstacle and instead just apply a texture to the “ramp”.
