Wavy arms -- Best practices & best way to rig?

Hello… Here’s a short video of a sea lilly:

I am wondering what the best way(s) are to handle wavy arms like that in a mesh model … I can rig individual arms and move them individually, but for common motion – like that caused by a current or wave – should I parent to a moving empty? A squid would be an example, as well… when swimming, the trailing arms tend to pulse or move in unison as the critter scoots forward.

The arms are meshes… and I am looking for the best technical approach before I do something overly dumb and individually driven…
