There is a tutorial called “The ULTIMATE Guide for Creating Handpainted 3D Models”
I almost always follow it when i’m making handapinted textures.
In short. I bake the lighting from High poly model, add colors by using gradient map/color ramp. Then i just overpaint everything by hand. In this case, I also painted black outlines to make it more cartoony.

Wow, the resemblance is uncanny. I’m loving the lighting too.
There is no black magic I modeled the entire mesh, starting from default cube(if I remember correctly). As you can see topology isn’t super complicated, except the top part of sweatshirt.
I have set Subdivision on 4 lvl, went into Sculting Mode and just added all the details, folds etc.
If I’m being honest. In this case, sculpture is not so important because all details are painted on the texture and emission material hides all imperfections.
That’s brilliant, very stylised and impressive.
