Hi, I was wondering, is there a way to paint a weight map and use this during Grab? To have fine control plus smooth grabbing?
If not, how to achieve it? I read about smooth falloff, but is there a way to exclude certain vertices from moving while using smooth falloff?

Your question is a bit unclear but maybe this will help
Turn falloff on with (o), select your vertices and then hit the command you need like move (g) or scale (s) you will see a circle around your cursor this is the area of influence for the transformation you are making then use your mouse-wheel to enlarge or shrink that area of influence. Left click when happy with the results…

to stop vertices from being affected by the proportional editing tool, you can hide them with the ‘h’ key. Press ‘Alt + h’ to get them visible again.
