I find this corrective smooth modifier, it is the right way?

Vertices that are assigned to only one bone will always deform like they are weighted 100%. This is because Blender will normalize all deform bone weights. (Normalizing means the weights will always add up to 1.00)

Add a new bone at the base of the plane and add some weights to so then vertices “stick”. I would also recommend turning on Auto Normalize so what you are seeing in the viewport for colors is the same way that Blender is seeing those weights.

I have same problem and i have created a character for my unity game. The problem is that 0.1 strength acts like strength is 1.0 so i was using corrective smooth modifier but unity not support corrective smooth modifier so please please tell me how can i solve this problem without corrective smooth modifier. Please help me.
