weight painting along the length of hairs

Does anyone out there have any tips on how to make weight painting along the length of hairs easier? Ideally, it would be nice it assign a weight curve to one length of hair and then have that weight curve applied to all the other hairs, but I cannot figure out a easy way to do it.

Basically, I have a model that is covered in hair, and I want to make the hair dynamic to give the animations I do with the model more realism. On top if this, I want to make the hair stiff and long, but I still want the tips of the hair to slightly bounce when the model is moving. As a result, I want to assign the bases of the hair a weight of 1 and the tips of the hair a weight of roughly .8 (so the bases are stiff and the tips slightly bounce). I am having a hard time doing this since my model is completely covered in hair; painting the weights along the lengths of hair is almost impossible. Does anyone have any tips?
