I have an issue with the weight paint on the pinky Toe it’s lagging behind or not moving with the rest of the mesh and the weight is applied 100% to the vertex group need a fix for this been trying to figure this out all morning.

The last three times I heard this, the weight was not applied 100% to the vertex group, because the person with the problem didn’t realize that 1.0 weight does not mean 100% assignment if any other bone has any weight. Look at the vertex that isn’t moving properly, look at its vertex groups in the properties panel, remove it from any inappropriate groups.
Could be something else, though, who knows.
