Weight Painting Link from Legend of Zelda

I got the 3d model from the twilight princess game disc. Next, I rigged him for animation. (walk cycle in particular) After that, I tried to weight paint his tunic. However, no matter how hard I try, I can not get his tunic to stay above his legs through out the walk cycle. Do you have any weight painting tips, or would a cloth simulator help more?

A cloth simulation would work with some tweaking.

You could also use shape keys.

Sometimes the geometry differences in the hips/ legs and tunic can cause such behavior. If they’re only small discrepancies I tend to fix them by adding ‘control bones’ for the clothing item (i.e.: a few bones for the bottom of the tunic).
