What are the Select Act and Link buttons for in the GE window?

Part of it is. It was updated in February.

If you have Sel Enabled - Then the logic bricks of all selected object will be shown. If you have it disabled then no obj’s logic brick will be shown
If you have Act Enabled - Then the logic bricks of only Active object will be shown.
If you have Link Enabled - Then the logic bricks of all object which are connected with this logic brick will be shown.
They are just options for viewing.
